Notice to Bidders:
The City of Moraine uses secure internet bidding via Info Tech’s Bid Express Service. Electronic bid submission is the preferred form of bidding capital projects solicited by the Engineering Department.
It is pertinent all vendors register, setup to bid electronically, and navigate the service in advance to upcoming solicitation deadlines. All vendors who intend to submit their bids electronically will be required to install the Info Tech Express Sign Tool and generate an Info Tech Digital ID for their business’ authorized signer.

Planning Commission: R-01-2026 – An application for a Zoning District Change in accordance with Moraine Codified Ordinances (MCO) Chapter 1127 was submitted through the Community Development Department.
A Planning Commission Meeting regarding a Zoning District Change Application will be held on Thursday, March 19, 2026, at 6 p.m.
The agenda for this Zoning District Change is a request submitted by Harjeet Singh for the premises located at 3351 Main Street. The Lot Numbers affected by the Zoning District Change Request are 2157, 2158, 5057, and 5275.
This is a request for a Zoning District Change for the four (4) lots listed from R-2 (Single-Family Residential District) to B-1 (Neighborhood Business District).
Any person interested in or affected by this public meeting may appear and be heard at said public meeting. The meeting convenes at 6 p.m. at the City of Moraine Municipal Building: 4200 Dryden Rd. Moraine, OH 45439.

2026 SIDEWALKS AND CURB RAMPS PROGRAM (2026-BID-004) – The City of Moraine will receive sealed bid proposals via the Bid Express website www.bidexpress.com for the 2026 SIDEWALKS AND CURB RAMPS PROGRAM (2026-BID-004) until March 11, 2026 at 4:00 p.m. local time at which time and place they will be publicly opened and read. Paper bid submissions will NOT be permitted.
Bid specifications and plans are only available through Bid Express using the Bid Express website and software at: www.bidexpress.com; Phone: 1-888-352-2439. Free registration with Bid Express will allow a bidder to review all project plans. A digital ID along with a per-bid fee or monthly subscription will be required for bidders to submit an electronic bid.
NO PRE-BID MEETING WILL BE HELD
Each proposal shall be signed by the full name and business address of each person or company interested in the same; shall be accompanied by a security bond by a bonding company authorized to do business in the State of Ohio, or by a certified check on some solvent bank in the amount of ten percent (10%) of the amount of the submitted proposal, the surety bond or certified check being payable to the City of Moraine, Ohio, as a guarantee that if the proposal is accepted, a contract will be entered into and its performance properly secured by a satisfactory bond in the amount of one hundred percent (100%) of the contract price.
The City Council reserves the right to accept or reject any or all proposals; to waive any informalities or irregularities in the bids received or to accept any proposal which is deemed most favorable to the City of Moraine.
