Notice to Bidders:
The City of Moraine uses secure internet bidding via Info Tech’s Bid Express Service. Electronic bid submission is the preferred form of bidding capital projects solicited by the Engineering Department.

It is pertinent all vendors register, setup to bid electronically, and navigate the service in advance to upcoming solicitation deadlines. All vendors who intend to submit their bids electronically will be required to install the Info Tech Express Sign Tool and generate an Info Tech Digital ID for their business’ authorized signer.

2023 EMS Revenue Recovery Program – The City of Moraine will receive sealed bid proposals via the Bid Express website (www.bidexpress.com) for 2023 EMS Revenue Recovery Program until May 5, 2023 at 10:00 a.m. local time. Paper bid submissions will NOT be permitted.

Bid specifications and plans are only available through Bid Express using the Bid Express website and software at: www.bidexpress.com; Phone: 1-888-352-2439. Free registration with Bid Express will allow a bidder to review all project plans. A digital ID along with a per-bid fee or monthly subscription will be required for bidders to submit an electronic bid.

Phase I Modernization City of Moraine Municipal Building Project for City of Moraine – The City of Moraine will receive sealed bid proposals for Phase I Modernization City of Moraine Municipal Building Project for City of Moraine until May 2, 2023 at 10:00 a.m. local time at the Moraine Municipal Building, 4200 Dryden Road, Moraine, Ohio, 45439 at which time and place they will be publicly opened and read aloud.

A pre-bid meeting for this project will be held on April 11, 2023 at 10:00 a.m. local time at the Moraine Municipal Building.

Bid documents must be requested on or before 4:00 p.m. on April 18, 2023, by calling Donna Darner, Maintenance Secretary, at 937-535-1050. Bid documents may be e-mailed at no charge upon request to ddarner@moraineoh.org. Requests for bid documents must include the following information before release:

Each proposal shall be signed by the full name and business address of each person or company interested in the same; shall be accompanied by a security bond by a bonding company authorized to do business in the State of Ohio, or by a certified check on some solvent bank in the amount of ten percent (10%) of the amount of the submitted proposal, the surety bond or certified check being payable to the City of Moraine, Ohio, as a guarantee that if the proposal is accepted, a contract will be entered into and its performance properly secured by a satisfactory bond in the amount of one hundred percent (100%) of the contract price.

The proposal must be made on the forms provided in the Contract Documents, or a copy thereof, with a price quoted for the proposed maintenance services.
