New City Manager has local ties

The Mayor and City Council voted on March 28, 2018, to appoint Bryan Chodkowski as the City’s next City Manager. He will officially begin working in Moraine in June. The City began a national search for their next City Manager in November, following the retirement announcement of Dave Hicks, who had been City Manager since 2001.

According to Mayor Elaine Allison, “Although it is hard to replace a City Manager like Dave Hicks, the City is thrilled that Mr. Chodkowski has agreed to join the City of Moraine team. His leadership and local government experience will enable the City to move forward seamlessly with the many important projects scheduled in our short and long term future. On behalf of myself and City Council we welcome Mr. Chodkowski.”

Chodkowski has more than 18 years of executive leadership experience in local government. Since 2016, he has served as the Town Manager of Enfield, Connecticut. There he led a leadership team of 14 and was responsible for the oversight of a $63.7 million budget and 450 employees. Enfield provides social services, public transportation, and leisure services. Chodkowski has been developing a long-term financial plan for the Town to address the growing disparity between revenues and expenses as well as drafting a facilities management plan.

Chodkowski has direct ties to the Miami Valley Region. With nine years of service, he was the longest serving City Manager for Riverside, Ohio where he oversaw a budget of $25 million and a staff of 120 employees. While in Riverside, he worked with senior leadership to reduce operational costs by nearly $2 million annually without compromising daily operational services, worked to complete the City’s first private-public partnership resulting in 84 new single-family homes, and helped to acquire 160,000 square feet of professional office space to generate additional operational funds.

He served as the Village Manager in Sparta, Michigan for four years. In addition to providing general oversight of municipal operations, he was responsible for one of only three self-sufficient municipal airports in the state. While in Sparta, he reduced the local tax rate by 16% while financing $7.4 million in capital improvements in support of new residential development, expansion of several local businesses, and a regional medical center.

Chodkowski is excited about becoming Moraine’s next City Manager and returning to the Miami Valley. He shared, “I look forward to working with the City Council, City staff, as well as the citizens of Moraine to continue moving the City forward within the region and thank Mayor Allison and the City Council for this opportunity.”

Chodkowski holds a Bachelor of Arts in Political Science and Public Administration from Ohio University. Chodkowski is a member of the International City/County Management Association (ICMA) and is an ICMA Credentialed Manager (CM). Chodkowski has been an active member of the Enfield community and is eager to re-engage in the Miami Valley community as well. He is an active member of Rotary International, a graduate of Leadership Dayton, and a Sinclair Community College Appalachian Unsung Hero Award-Winner. Chodkowski is a former Board Member of Crayons to Classrooms and a previous member of the Dayton Area Mayors and Managers Association.
