THIS APPLICATION IS NOT AN EMPLOYMENT CONTRACT, but merely is intended to evaluate suitability for employment. Firefighter Level II/Paramedic must have at least three (3) years of continuous service in the City of Moraine Fire Division to be eligible to take an examination for promotion to the position of Fire Lieutenant.

Written Exam Information

The written exam will be held on Friday, August 19 at 9:00 AM at the City Building
The examination will consist of 100 questions
A score of 60 percent or higher is needed to pass the written exam
There will be a two (2) hour time limit to complete the exam
Protest period following the written exams expires on August 24, 2022 at 4:30 PM and questions must be submitted on the form provided on the City’s website
The Merit System Commission will meet to determine the outcome of the protested questions
Scores for the written exam will not be released to candidates until after the list is certified by the Merit System Commission

Assessment Exam Information

The date of the assessment exam will be determined after certification of the written exam.
A score of 60 percent or higher is needed to pass the assessment exam
Scores for the assessment exam will not be released to candidates until after the list is certified by the Merit System Commission

Interview

A department/division interview will be conducted after certification of the assessment exam
Scores for the interview process will not be released to candidates until after the list is certified by the Merit System Commission

Additional Information

All applicants must fill out a Promotional Application and seniority point calculation form located on the City’s website by August 11, 2022.

Seniority points will be awarded to candidates who achieve a minimum passing score (60%) on the written examination only.

Seniority will determine the rankings when identical scores exist. In the event two or more applicants receive identical scores, priority will be given to the person whose application was filed electronically first

All applicants must fill out a Promotional Application on the City’s website (www.ci.moraine.oh.us) between Tuesday, July 6, 2021 at 12:01 a.m. to Tuesday, July 20, 2021 at 4:00 p.m.

Qualifications:

Education and Experience

One year as a Moraine Police Officer, in addition to three years total law enforcement experience as an OPOTA certified Peace Officer (Current Employees Only)
Considerable knowledge of the City’s policies, practices, General Orders and geography.

SCORE CALCULATION

A score of 65 percent or higher is needed to pass the written exam
Protest period following the written exams expires September 4, 2021
Protested questions must be submitted only through the City’s website on the form provided by the Merit System Commission by 5:00 p.m. on September 4, 2021
The Merit System Commission will meet to determine the outcome of the protested questions. (Rule 11, Section 8)
Ties will be broken by seniority points and if needed, date and time of application.

STUDY GUIDE

The examination will consist of multiple choice questions and be taken from the following study material: International Association of Chiefs of Police – Police Resources Promotional Examination Preparation Manual. All study guide materials will be provided in E-book form with a link emailed to each candidate.

Additional Information

Seniority points will only be awarded to candidates who achieve a minimum passing score of 65% on the examination without considering seniority points. (Rule 16, Section 2).

The Sergeant promotional exam is a three part process consisting of a written exam, Assessment Center and interview with the Chief. After the written exam scores have been calculated, certified and released, all candidates who have a passing score will move to the Assessment Center phase of the process scheduled for September 18, 2021. Additionally, candidates who have successfully completed the first two phases will be interviewed by the Chief of Police at a date to be determined.
